Error 1316. A network error occurred.

If you receive the error message "Error 1316. A network error occurred" when installing software, it normally means that the computer was previously rebooted or turned off when it was previously installing the software.  The registry key for this software is now corrupt and must be repaired.  To resolve this issue, you must now remove the Windows Installer Entry for this software from Windows and reboot the computer.  It is important to always reboot a computer after installing or removing software in order to complete the installation or removal process.

When software is being installed, the compressed file is copied to the User's %temp% directory, located at C:\Documents and Settings\[Username]\Local Settings\AppData\Temp.  As the compressed file is being processed, the extracted components that make up the software are copied to the hidden directory located at C:\Windows\Installer.  The installation process then moves from one component to the next in the C:\Windows\Installer directory.  This is called an MSI Chain.  When the MSI Chain is corrupt, the installation process fails.  Following is the quickest way to resolve this issue:

  1. Install the Windows Installer CleanUp Utility.

  2. Open the Windows Installer CleanUp Utility - it is found in the root of Start - Programs - All Programs.

  3. Scroll down to the Windows Installer Entry that the installation process is failing on.  The name of the Windows Installer Entry that must be removed is displayed in the Error 1316 message on screen as well as in the Event Viewer.

  4. Click Remove and wait a moment.

  5. Once the entry has been removed, close the Windows Installer CleanUp Utility.

  6. Reboot the computer.
You are now able to install the software without problem.

The L2TP connection attempt failed because the security layer encountered a processing error during initial negotiations with the remote computer.

You may encounter the following error message when using the L2TP/IPSec VPN Client that is native to the Windows Operating System: "The L2TP connection attempt failed because the security layer encountered a processing error during initial negotiations with the remote computer."  This error message typically occurs when you are using the wrong Pre-Shared Key for your L2TP VPN.  This error message can occur when other components of your configuration are incorrect but the first thing to confirm is that you are using the correct Pre-Shared Key. If you are using the wrong Pre-Shared Key, the L2TP VPN connection will say Connecting for a long period of time and then display the error message: "The L2TP connection attempt failed because the security layer encountered a processing error during initial negotiations with the remote computer." If you are using the wrong username or password, the L2TP VPN will immediately respond with: "The remote connection was denied b...
